Unified Fire Authority (UFA), Utah’s largest public safety agency, serving over 25 communities and employing nearly 700 staff across multiple departments, faced growing inefficiencies across its departments due to outdated, manual document processes. From the Accounts Payable (AP) team to Human Resources (HR) and Emergency Medical Services (EMS), staff were bogged down by paper forms, scattered email threads, and repetitive data entry. 

Revver emerged as the answer. After discovering its capabilities at the 2024 Annual Caselle Conference, UFA implemented Revver across multiple departments in a phased rollout, leveraging automation, workflows, and integrations to fundamentally transform daily operations.

The Paper Problem

Before adopting Revver, UFA relied heavily on email and paper-based systems. Purchase order (PO) requesters had to manually collect approvals through email, obtain Adobe signatures, and compile the documents into a final packet for finance. This cumbersome process not only delayed approvals but also opened the door to errors and policy compliance issues. Because descriptions, approvals, and pricing details were captured on physical forms, finance staff had to re-enter all data into the accounting software, often duplicating or even tripling the effort.

HR teams experienced similar inefficiencies. Candidate files and onboarding documents were scattered across emails or stored manually in file explorer systems. UFA had no unified system for managing certifications and licensing paperwork. Across the organization, transparency was lacking, processes were inconsistent, and vital documents were at constant risk of being lost or forgotten.

The bottom line: Unified Fire’s document processes weren’t just inefficient, they were holding the organization back.

A Vision for Change

The turning point came when the AP team attended a Revver demonstration at the 2024 Caselle Conference. They were impressed by the seamless integration between Revver and Caselle, and by the potential to streamline or eliminate time-consuming manual tasks. The realization that Revver could centralize documents, automate approvals, and integrate with their accounting platform made it a compelling choice.

The organization saw the opportunity not just to digitize their existing processes, but to reimagine how they worked. They quickly decided to adopt Revver, beginning with a strategic rollout focused on AP, HR, and EMS.

Streamlining Key Departments

Implementation began with a clear vision: eliminate inefficiencies, improve transparency, and build processes that scale. Working closely with the Revver team, they built customized workflows, document request forms, and integrations tailored to each department.

In the AP department, Revver is now used to manage PO approvals and vendor documents. The integration with Caselle allows approvals to be processed faster and with greater visibility. Instead of relying on email, staff now initiate requests within Caselle, where workflows route them to the appropriate approvers. Zonal OCR is used to auto-store checks and ACH files, while document request templates help collect paperwork for new vendors. Vendor documents are securely stored and accessible to all relevant stakeholders through Connect Online.

Building the Foundation for Long-term Efficiency

While formal metrics are still being developed, the qualitative results are clear. PO approvals are faster and more transparent. Vendor documentation is centralized and secure. Employee onboarding no longer relies on email threads or physical files. Printing, filing, and manual data entry have been drastically reduced. Staff no longer stand at filing cabinets or attach PDFs of emails to purchase orders.

One of the most telling signs of success has been the cultural shift within UFA. Staff who once struggled with document chaos are now advocating for more Revver-driven processes. As one team member put it, “When I tell people they just need to enter a PO request and that’s it—no more email chains—they immediately want to be set up.”

There were a few technical challenges along the way, such as clarifying what data was automatically brought over from Caselle and integrating an email inbox using IMAP. However, these issues were addressed collaboratively, with Revver’s team providing guidance and solutions.

Looking Ahead

While Unified Fire has fully implemented Revver across AP, HR, and EMS, they continue to explore new possibilities. There is interest in integrating Revver with UKG, their HRIS system, and possibly with an additional EMS platform. Although no other departments are currently slated for rollout, they remain open to expanding Revver’s use as needs evolve.

The implementation is not seen as a one-time project, but rather an ongoing journey. As one leader noted,

“We are still evolving our processes every day. It takes time to scale big changes across a large organization, but we are building something truly transformative.”
